Objective

The Hong Kong government wanted to make the Basic Law and the Constitution feel relevant to the public, not another leaflet or exhibition panel. Partnering with Yahoo Hong Kong, it built a prize-driven game to pull in a mass, logged-in adult audience and keep them coming back over three months.

Solution

You log in with Facebook or Yahoo! Mail (or play unranked via the 立即玩 button) and land on a city map, choosing from six locations to park your food truck. Each round is a timed cook-off: grab ingredients, plate dishes for a queue of customers, and rack up coins and a satisfaction score. Before you can stock up on materials or step into a shop, a vendor quizzes you on the Basic Law — get it right and you're waved through with extra supplies; get it wrong and you're turned away empty-handed. Coins buy kitchen upgrades that speed up cooking and unlock new stalls, plus badges you can cash in during scheduled gift-exchange windows for real prizes.

    The game opens on a branded landing page for Hong Kong's Constitutional and Mainland Affairs Bureau and co-organizer Yahoo Hong Kong, where the player chooses to log in for the prize track or tap "Play Now" to try the game without registering.

    Logging in requires a Facebook or Yahoo Mail account and confirms the player is 18 or older; playing without logging in works, but progress and badges are not saved.

    From a map screen, the player drives a food truck between six trading locations, a materials zone, a shop, and, once unlocked, a gift-redemption zone.

    In the materials zone, a vendor asks questions about the Chinese Constitution and the Hong Kong Basic Law, and each correct answer earns extra ingredients to stock the truck before trading.

    At a trading location, the player runs a timed shift, assembling and serving dishes to customers by picking the right ingredients and kitchen tools; correct, prompt orders earn coins and raise a customer-satisfaction rating, and the shift ends when time or key ingredients run out, closing the stall early and logging the day's result.

    The shop gates purchases behind two more Constitution/Basic Law questions, after which coins buy kitchen-tool upgrades that speed up cooking or new tools that unlock additional trading locations.

    Coins in the shop also buy badges, the event's prize currency, and the player can replay any trading location repeatedly to keep earning coins, badges, and satisfaction rating.

    Once the gift-redemption zone opens, the player registers and exchanges accumulated badges for prizes, distributed in three first-come, first-served online windows across February, March, and April 2019.
