Objective

The Hong Kong government marked the 30th anniversary of the Basic Law's promulgation with a push to deepen public — especially youth — understanding of the Constitution and the Basic Law. An online game gave the education campaign a playable, everyday angle alongside exhibitions, videos, TV spots, quizzes, and printed materials.

Solution

Players open the game free in their browser at a dedicated web address and step into a story about looking out for neighbours in a Hong Kong housing estate. Moving through the block, the player takes on small requests for help and, along the way, picks up points of the Constitution and the Basic Law woven into the neighbourly plot rather than presented as legal text. The session plays out as a light narrative journey through the building rather than a quiz, ending once the player has worked through the neighbours' storyline.
