Objective

The HKSAR Government launched a community engagement campaign to strengthen neighborhood bonds and foster mutual aid among Hong Kong residents, addressing concerns about eroding community connections in public housing estates. The campaign used gamification to encourage residents to help their neighbors and learn about the Basic Law.

Solution

The campaign featured an interactive web game with multiple mini-games set across three public housing estates (Choi Hung, Lai Yiu, and Lai Dak). Players completed helping tasks including drag-based haircut mechanics, motion-based milk-shaking challenges, and clothes-hanging activities with neighborhood characters. Accumulated points could be redeemed for prizes. The experience included estate-specific scenery and character interactions to contextualize tasks within local community life. ULTD designed and developed a responsive web platform to deliver the campaign.
